Mix dry ingredients together. Cut in cold butter with a pastry blender until the mixture resembles coarse oatmeal. Mix together cream and vinegar and pour into dry ingredients. Stir just until a dough ball forms, adding more cream or flour until the mixture can be handled without sticking.
Turn onto a floured countertop and pat out into a circle about ½-¾ inch thick.
Cut out biscuits with your biscuit cutter but do not twist the cutter. Use a straight down and then up motion.
Push scraps together to form final biscuits.
Place on a parchment lined baking sheet and bake at 450 F for about 10 minutes.
